Rename the Navigon.ipa to be a zip. Show package contents for the Navigon bundle, delete the maps you don't want. Zip back up (make sure the folder structure is the same) and rename to.ipa. Then remove and reinstall the application.

Steps:
Navigon Ipa Download
1.) Download the file for your Navigon region (Terrain_.deb)
2.) SSH as user mobile with WinSCP or i-FunBox into your iPhone/iPod Touch/iPad
3.) Go to the directory /private/var/mobile/Applications/xxxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx/NAVIGON.app/smap
4.) Copy your *.nfs file from your PC into this directory (you can drop the Terrain_.nfs here too, if you want)
5.) Install the “make3d_1603.deb downloaded from the link above using Cyder or using the console with
dpkg -i make3d_1603.deb
After the install, the 2 last lines on the screen will show you which Terrain file (*.nfs file) is needed for your version : PanoramaView 3D works only if Terrain_your_region_here is installed.
uninstall with cydia possible
Notes : If Having problems installing Panorama, AppLinks from Cydia is the reason
Update : Most important thing, if Navigon crashes at startup :
Replace the NAVIGON file (in ipa or installed app) with this file changed with Link Identity Editor (ldid)
